  • Support for USGS Water Data and Science Programs: ICWP is making steady progress, with the backing of a broad coalition of national and interstate organizations and state officials, in supporting USGS options for full implementation of the NSIP and restoration of the CWP capability to fully match non-federal cost-share contributions.

  • Principles & Standards Proposed by CEQ, ICWP: Comments emphasized the opportunity to promote better planning & implementation at the state & interstate levels by directing federal agencies to assist in those planning efforts and to expedite the implementation of any “projects” identified as necessary for the success of those plans.

  • Climate Change Adaptation Task Force, ICWP Comments urged a quick assessment of “data gaps,” rather than assuming the science we need is already available, and emphasized the need to engage local, state and interstate experts earlier and more directly (not just as another element of the interested public in the comment period).  We also provided a list of examples (attached to the comments letter) to illustrate the type of climate adaptation decisions that are facing water management agencies with the expectation these will help federal agencies see the opportunities for supporting our needs more efficiently.

  • FCC Reallocation of Satellite Transmission Bandwidth: ICWP Comments opposed any sharing or reallocation of the data transmission capacity that is now assigned to NOAA for future support of cell phones and other commercial broadband services on the grounds that the capacity is well used and urgently needed to support real-time access to weather, streamgage and other data by a wide variety of public agencies and their contractors.

  • “Federal Toolbox:” ICWP Suggestions: In response to discussions initiated by the Corps (as part of their “Building Strong Collaborative Relations…” meetings in 2009), ICWP took the initiative to outline 4 decision support ideas that we feel would make great additions/enhancements to the existing set of databases, models and assistance programs already provided.  Unfortunately, the Corps is still working on their report with the assumption that the “toolbox” effort should be designed by the federal experts.  We will continue promoting these suggestions (and a more open, interactive design process) at every opportunity!
